Something along the lines of "you cannot be in an alley that you do not have good reason to be in after dusk". Pretty much, if you don't live there you don't belong there. We lived in fear of it as teenagers, since many of us had an alley in the backyard and used those alleys for access to each others' houses. It is pretty much used as a tool to control potential ne'er-do-wells.
Yeah, the ordinance was created in the mid 70s to address a problem that existed at the time of people stealing from garages and setting trash fires in alleys.
It's not been a problem for 25 years, but of course they've never taken the no-longer-needed ordinance off the books.
So you are automatically assumed to be a criminal if you pull out of your own alley after dark until you can show the officer you live there.
Police state tactics at their best (though to be fair its not the cops fault that they have to enforce a piss-poor law that no longer makes sense).
I'm glad Bob can put up all that stuff. Unfortunately at WTAD we only have so many minutes we can fill so we can only report the most egregious items from the blotter.
