These are the same folks who are protesting paying taxes by wrapping themselves in the memory of a president who instituted the first income tax.
I seriously doubt that it was intended then to be used as it is now.

Reading a book to one classroom of students, not talking via internet to (potentially) all students.
OTOH the speech was about as innocuous as the book. :)
Had they not issued the study guide, this would not even have been an issue (at least not til after the fact).
Of course, the study guide was pretty innocuous too, at least DoEd thought it was.
